أنشئ مركز دلني للأعمال بعد رحلة طويلة من الخبرات التراكمية داخل البنك ودراسة وتحليل للشرائح المستهدفة واحتياجاتها حيث بدأ كنواة لعيادات أعمال داخل البنك، ثم أعقبها دراسة من شركة ماكينزي كإحدى مبادرات البنك لتقديم الخدمات النوعية غير المالية مثل التدريب والاستشارات والإرشاد والتوجيه وبناء الشراكات، مستهدفا الرياديين والرياديات من أصحاب المشاريع الصغيرة والمتناهية الصغر لمساعدتهم في إنشاء واستمرارية مشاريعهم على أسس علمية وتقنية وإدارية حديثة. أحد برامج بنك التنمية الاجتماعية
